States would be able to borrow more money, the Centre said today, increasing their borrowing limit from 3 per cent to 5 percent. This would give them an Rs 4.28 lakh crore, said Union finance minister Nirmala Sitharaman, unveiling the Rs 20 lakh crore fiscal stimulus in the fifth and the last tranche.

The states are facing sharp decline in revenues following the countrywide lockdown imposed to counter coronavirus. “We have consistently provided the necessary support because they are at the front end of fighting the pandemic,” Ms Sitharaman said.

The states have a net borrowing ceiling, the minister said. They can borrow upto 3 per cent of state’s GSDP. “The government is increasing the borrowing limit to 5 per cent from 3 per cent. This will give an additional Rs 4.28 lakh crore to states,” the minister said.

The minister said the government has also asked the Reserve Bank to increase the advance limits for states by 60%.

The number of days a state can stay in continuous overdraft days has been increased from 14 days to 21 days and from 32 to 51 days quarterly, Ms Sitharaman said.

The states have been demanding financial assistance for long. Last week, during their videoconference with Prime Minister Narenra Modi, all Chief Ministers underscored the point. The Centre must release their share of the Goods and Services Act, they said, and provide further assistance in the battle against coronavirus.

Modi assured About special economic package

Indian Prime Minister Narendra Modi today addressed the nation regarding the pandemic, number of cases and tried to boost the morale. In a major announcement, the PM announced ‘Aatma Nirbhar Bharat Abhiyan’ (Mission Self-Reliant India) a mammoth special economic package with Rs 20 Lakh Crore to the people of the country.

PM Modi announced the helicopter money package which is 10 percent of the country’s GDP and assured of assisting all sections of people with it, including the migrants and farmers. Modi affirmed that the special package will uplift the land, labor, and liquidity.

Modi said that India has been fighting coronavirus from four months and many lost their near and dear to this epidemic. The PM tried to induce strength in people by saying that the whole world is fighting the same and we should be determined and should not lose the spirit.

Modi assured that this special economic package is to support and strengthen the country’s small and medium scale industries. Further details about the Aatma Nirbhar Abhiyaan package will be revealed by Finance minister Nirmala Sitharaman from tomorrow.

Speaking about the necessity and message to the nation brought by the outbreak, Modi said that India was not producing even one PPE kit in the beginning and now we have lakhs of masks and PPE kits manufactured within the country.

Two Telugu States CMs are in good terms

Once again the water war has begun between in the Telugu states. To provide water for Rayalaseema region, AP CM YS Jagan has issued G.O. number 203 to use the flood water from Srisailam dam. The YSRCP government has also issued administrative sanctions regarding the same. Telangana CM KCR has severely opposed this and lodged a complaint against AP government at Krishna Tribunal.

However, the oppositions in Telangana smell something fishy here and added that there is a secret deal between Jagan and KCR in this issue. Speaking on it BJP leader DK Aruna said, “This fresh action of AP government will do a lot of damage to the joint Mahbubnagar, Rangareddy and Nalgonda districts. It will also affect the irrigation projects like Kalvakurthi and Palamuru-Rangareddy. I suspect an understanding between the CMs of Telugu states.”

The former minister also said, KCR is neglecting South Telangana and is doing complete injustice to the region. “For North Telangana irrigation projects, KCR passes orders in hours, sanctions budget in days whereas for South Telangana projects, they take years to complete,” said Aruna and added that she had met CM KCR on couple of occasions and urged him to complete projects in south Telangana at faster pace.

“Palamur-Rangareddy project was allotted two TMC of water. But very recently this was reduced to just one TMC and still the government is yet to allocate funds for it. This is an evidence of KCR’s pure negligence and he has no intentions of completing irrigation projects of South Telangana. I don’t think KCR has no knowledge about AP CM Jagan’s order on G.O. 203,” said Aruna.

AP government has shifted all passengers to quarantine centres

Around 889 people of Andhra Pradesh, who were stranded in Chennai have reached Srikakulam railway station on Tuesday in ‘Shramik Special’ trains that are being operated by Indian Railways. The AP government has shifted all of them to quarantine centres.

Out of the 889 people, 685 are fishermen and the rest 204 are migrant workers, who were struck in Chennai due to ongoing COVID-19 lockdown.

All the passengers will be medically screened following protocol and then they will be sent to quarantine centres in the state. They will be sent back to their homes once they test negative for COVID-19 after completing their quarantine period of 14 days.

The state government has also arranged 30 special buses for shifting all the 889 people to quarantine centres.

The Indian Railways is running Shramik Special trains to transport migrant workers and others who are stranded at different places due to COVID-19 imposed lockdown. In a similar way, the Central government is bringing back stranded Indians from other countries as part of a mega evacuation programme “Vande Bharat”.

So far, 70,756 COVID-19 cases have been reported in India while 22,454 have been recovered and discharged from hospital, according to the Union Ministry. Andhra Pradesh reported 2,018 coronavirus cases till now and 975 have recovered from the killer virus.

TTD has lost Rs 400 crore of revenue

Due to the pandemic and prolonged lockdown, Tirumala Tirupati Devasthanams (TTD) revealed that the trust has lost Rs 400 crore of revenue. The world’s richest shrine is closed for over 50 days in the wake of COVID-19 spread in the country. Anywhere from 1 lakh to 3 lakh people visit the temple daily but due to lockdown, there are no devotees form two months, leading its revenue hit the rock bottom.

The trust says that it does not have sufficient money to pay salaries to its staff or to meet the daily expenses. It is said that the trust has spent more than Rs 300 crore in paying salaries, and pensions. However, it is now looking for a solution “without having to touch” its eight tonnes of gold reserve and Rs 14,000 crore fixed deposits.

With the trust’s monthly income stands somewhere around Rs 200 crore before lockdown, ‘TTD is committed to paying salaries and pensions and has a set of other fixed expenses which it has to incur irrespective of its revenues hitting rock bottom. TTD has a fixed annual expenditure of nearly Rs 2,500 crore under different heads.” – said TTD chairman YV Subba Reddy.

The news has raised a few questions among netizens asking where are the funds that the temple earned all these years, expressing their shock and disbelief. While some argued that state government should be held responsible and verify what happened to the last two-decades’ funds. On the other hand, a few others said that the charge sheet of TTD, which is controlled by govt. clearly tells that they indeed lack money.

It is learned that despite no pilgrims, the daily rituals and festivals are performed as per the prescribed agamas. For the financial year 2020-21, the Tirumala Tirupati temple trust has decided on an annual budget of Rs 3,309.89 crore. After the closing of the temple due to the lockdown, the trust has suffered an estimated loss in hundi collections alone of Rs 150-175 crore.

KCR and YS Jagan had been maintaining a healthy relationship

The Chief Ministers of both Telugu states, KCR and YS Jagan had been maintaining a healthy relationship in all aspects, personal, political, and administration wise. But the latest administrative decision of AP Chief Minister YS Jagan has not gone well with Telangana CM KCR. The latter expressed his strong dissent and also mentioned it as an act against the law. This disagreement between two states existed from YS Rajasekhar Reddy’s time.

The Government of Andhra Pradesh released a GO with the decision to lift an extra 3 TMCs water with a new project that doubles the capacity of Pothireddypadu head regulator in lift irrigation from Srisailam Project to divert more water to Rayalaseema, though the earlier plan was to life 7 tmcs from Pothireddypadu project and 3 tmcs from Sangameswaram. The project design already is heard to be ready in the Rayalaseema pumping project and the construction is all set to start with an expense of Rs 6829 crores.

Jagan’s new decision gave a strong chance to the opposition in Telangana to find fault with KCR, as they had been blaming and complaining that the friendship between the two CMs is ruining Telangana’s development. As the extra water diverted from the Pothireddypadu project reportedly leaves lakhs of acres in Telangana without water and it mainly affects Mahabubnagar district. Telangana’s Palamuru lands won’t be getting the needed water if Srisailam dam never gets full of the diversion on AP’s side.

Telangana CM KCR called for a meeting administrative and irrigation department officials in Pragathi Bhavan in this regard, where he disagreed with the decision of Andhra Pradesh government in building a new project.

KCR also mentioned that the decision of the Andhra Pradesh government is against the law according to the AP reorganization act 2014. The Telangana CM asserted that the state will be starting a legal fight to barricade this project of AP, considering the Telangana state’s benefit.

KCR also ordered to file a complaint with Krishna Water Management Board about AP’s new lift irrigation scheme as the AP govt took the decision without consulting the Telangana Govt when the Srisailam project benefits are shared between the two states. Telangana CM pointed out that AP govt’s decision to start the project construction without the approval of the apex committee is a blunder.

The third phase of lockdown imposed by the Centre

Prime Minister Narendra Modi will be once again addressing the nation and this is scheduled tonight at 8 PM. This update came a day after Modi held a video conference with Chief Ministers of all the states.

The third phase of lockdown imposed by the Centre will end in another five days i.e, on May 17th. PM Modi’s address is likely to have something about the lockdown. But from the New Delhi sources we hear that there is no clarity on lockdown extension.

Yesterday during the conferences with CMs, it was a mixed feedback Modi received on lockdown. A few states want the lockdown to be extended while a few states wanted relaxations and exemptions. There are also reports that states have asked for permission of inter-state transport.

Many industrialists and companies have urged the Centre to relax the lockdown norms in Green and Orange zones.

So with many suggestions, PM Modi is expected to make announcements and people of India will be eagerly waiting for an update on lockdown.

Andhra Pradesh bringing back their citizens

While few states in the country have already started bringing back their citizens who are stuck in different parts of the world, Andhra Pradesh COVID taskforce has on Saturday appealed the people stranded in other countries should be prepared as flights are being readied to bring them back to AP.

Speaking to media on Saturday, Andhra transportation department chief secretary Krishna Babu said “Over 30,000 people have registered to return back to the state and we are offering both paid and free quarantine centers with all facilities. As soon they arrive in AP, we will be conduct COVID tests and send them to respective quarantine centers or hospitals if needed.

External Affairs Ministry has accepted our request to tag people of East Godavari & North Costal districts to Vizag Intl airport, Nellore & Rayalaseema district people to Tirupathi airport, and the rest of the districts to Vijayawada airport. But, since we do not have landing facilities for white-bodied aircrafts from long distance like North America, South America, South East Asian nations, these flights will take landing at Hyderabad, Bengaluru and Chennai from where we are arranging hopping flights.”

Announcing that Harish Kumar and Babu Rao are nodal officers for Delhi and AP, he further said “The first flight coming from US will arrive in Hyderabad on 11 May. While symptomatic persons will be sent to the nearest COVID centre, the asymptomatic passengers will be hotel quarantined for two weeks and we are making necessary arrangements with minimal cost. After 2 weeks of quarantine, these ex-pats should also take up 14 more days of home quarantine.”

Until now, 11 passenger trains have left AP and 11868 migrant were ferried to their respective places. Also, government is set to arrange 14 more trains to other parts of India. While Jharkhand has allowed to send one train, Andhra is yet to receive an approval from Rajasthan and Bengal to send the trains to their states. The COVID taskforce chairman said that Andhra government is paying for train fares of all migrants besides giving Rs 500 to each person.

Pawan enthusiasm in supporting the Lotus Party

Pawan Kalyan’s BJP bhajana is going overboard. When Pawan’s Janasena officially join hands with BJP in Andhra Pradesh, a big change is observed in Pawan Kalyan. With each passing day, Pawan is showing his over enthusiasm in supporting the Lotus Party and going to every possible extent to impress the top bosses of the party. His tweets on BJP netas are rather surprising to his fans and Janasena party leaders.

The same Pawan had earlier made critical comments of BJP during 2019 elections. If go few years back, Pawan is the man who officially starts fight against BJP on the injustice done to AP. He had stated that the Centre had given ‘Pachipoyina Laddus’ (rotten Laddus) to Andhra Pradesh state. He had literally targeted BJP and Modi back then and made several sharp comments.

Quite contrary to this, Pawan has now started heaping praises on BJP leaders. From national leaders to AP BJP leaders to Telangana BJP leaders, Pawan has been trying to please them. In fact, he is retweeting many of their tweets. This sharp U-turn on BJP is not digestible to his fans and party workers.

Like TDP went silent on BJP after 2019 elections result and the ruling YSRCP is always trying to stay in good book of BJP, with Pawan directly doing BJP Bhajana, who is there to fight with Centre on issues like Special Category Status, Financial Aid to the state have not been kept. Several other issues in the AP Reorganizaction Act are still pending.

Telangana CM’s sense of humor

The Telangana CM once again proved that he is very good at giving left and right when he slammed at the center for not lending the helping hand but above that levying prices on migrants travel. He even proved that he is equally good at appreciating the good work when he showers praises on Kerala’s exemplary model in flattening and crushing the curve to the ground with minimal damage.

KCR, though extended the lockdown to 29th of May, his explanation in need for opening the liquor shops and the imposing low percent tax than other states appeared agreeable, be it the reason for local breweries, liquor licenses or the state revenue. He pleaded the public to cooperate with him, and he also warned them to follow the guidelines, saying that saving lives is important.

Well, the Telangana CM’s sense of humor needs a special mention here. When the CM spoke about the valuation of Intermediate examinations, he said it as ‘invigilation’ ‘instead of ‘valuation’. It made them all smile when the CM said it’s been a long time since he came out of college and forgot the word.

KCR never minces the words during his address to media and state, or even when he is answering the questions shot from journos at the meet. There is undoubtedly no other Chief Minister in the country with so much clarity and knowledge on any aspect given, which makes most us feel strongly that he should not be the leader for just Telangana but needs to be a national leader leading the nation with his dynamism and diligence.

AP CM YS Jagan has conducted review meeting

AP CM YS Jagan has conducted review meeting with higher officials at Tadepalli camp office over controlling Corona and the measures to be taken after lifting the existing lockdown. CM Jagan asked officials to work upon the fear factor among people and help them to decrease the fear over Corona and increase the awareness on physical distance. He said people should give up fear to fight Corona pandemic.

Meanwhile, CM Jagan directed officials to implement the Central Government’s directions. He asked officiails to ensure the shops are opened and operated between 10 AM to 7 PM in the permitted regions. He also discussed with officials on the Health Protocol to be followed after the lockdown.

As several Indian people who stranded in various countries are all set to return to their home towns, he asked officials to make necessary arrangements for the return of Andhra people from abroad. CM said they will be deboarding at Mumbai, Hyderabadi, Chennai airports and asked officials to follow strict protocol.

Officials have informed CM Jagan that those who return from the abroad and enter Andhra Pradesh would be sent to Quarantine Centers at Visakhapatnam, Tirupati and Vijayawada. Officials said all those returned would undergo thorough tests and all the people who return from other states would also go through the tests.

CM Jagan told officials that there are 11 entry checkposts to enter into AP from the neighbouring states. He explained officials to follow the protocols to be followed at the checkposts. He said though people have permitted passes, they should be monitored till they reach their destination.

He directed officials to gather data of the people returned from other states from Volunteers, ANM, Asha workers and asked them to share data with the Health Assistants. CM Jagan told officials that those who returned from other states should be Home Quarantined and if necessary they should be shifted to hospitals provided any symptoms of Corona

Prime Minister Narendra Modi’s video conference with Chief Ministers of the all the states is underway. In this meeting, Modi is discussing about the lockdown that is going to end on May 17th. Over the last week or so, there is a huge spike in Corona cases in the country and in this view, Modi is chalking out a plan. Accordingly he held this conference with CMs.

In this conference, Modi is said to have informed the CMs to take all the measures to restrict Corona virus from spreading to the rural parts i.e, villages where the population is more than the tier 2 and tier 3 cities.

On the migrant workers walking towards to their places, Modi reportedly said “It is Human nature to go back to their places and there is nothing wrong in it.” However, there is lack of coordination between the Railways and the states and so many migrant workers are getting stranded at cities. For them the Railways has changed the plan too.

In this conference Modi appreciated the CMs for their efforts in containing the virus but added that still there is a lot to be done.

As per guidelines of government of India, only 10 people can attend a funeral and 20 to a marriage, but govts allowed opening of wine shops which eventually led to people thronging in large numbers.

The governments are already inviting a lot criticism all over and freshly, Superstar Rajinikanth expressed his discontent on AIADMK govt in Tamil Nadu for allowing the sale of liquor in state. This came a day after Tamil Nadu regime sought the Supreme Court to issue a stay on Madras High Court’s order to shut down TASMAC stores and stop selling liquor.

“If AIADMK government reopens liquor stores at this time, they must forget the dream of coming to power again,” warned Rajini through a tweet and said that ‘state government should look for other sources of revenue but not by selling liquor during this crisis’.

With Rajini set to enter politics, this warning to state government has caught everyone’s attention. It is known that the Kabali star will take a plunge into politics in the coming elections. He declared that he won’t aim to become Chief Minister, but one of his party’s legislator will be the CM candidate.

Lowest single day tally in AP, total cases up to 2,018

Andhra Pradesh saw its lowest ever day’s tally of 38 COVID-19 cases on Monday. The state nodal officer reported that of the 7,409 samples tested in the 24 hours ending 10 a.m. on Monday, only 38 positive cases were detected. No deaths were reported from Andhra Pradesh during this period.

Monday also witnessed cases in single digits only from all the 7 districts that reported new cases in Andhra Pradesh. The highest number of 9 positive cases were reported from Kurnool and Chittoor districts, while Anantapur district reported 8 cases, and Guntur district reported 5 cases in the last 24 hours. Krishna, and Visakhapatnam districts reported 3 cases each, while Nellore district reported only 1 case. Six districts did not report any new cases on Monday morning.

With 73 persons discharged from hospitals in the last 24 hours, Andhra Pradesh also reported the highest single-day discharge in many days. With this, the number of cured persons in the state stands at 998 people. While the cumulative tally of coronavirus cases stands at 2,018, there are 975 active cases in Andhra Pradesh as of Monday. This is the lowest tally of active cases in many weeks for the state.

Kurnool district’s cumulative tally, at 575 cases, tops the state list. However, the number of active cases in the district is 292, with 267 reported cured and 16 deaths. This is followed by Guntur and Krishna districts with 387 and 342 cases respectively.

Curfew imposed in Telangana town following communal clash

Authorities in Telangana’s Bhainsa town imposed a 24-hour curfew after a communal clash late Sunday night.

Trouble broke out in the communally sensitive town, in Nirmal district, after a person, allegedly in an inebriated condition, entered a place of worship and attacked 4-5 persons offering prayers. One of them sustained bleeding injuries.

Police said following the incident in the Shivajinagar area, two groups pelted stones at each other. Few people were injured in the stone-pelting while three houses and two vehicles were damaged. Police rushed to the scene and used force to disperse clashing groups.

Police imposed a 24-hour curfew to bring the situation under control and intensified patrolling across the town to prevent further clashes. About 15 people were detained in connection with the clash.

Nirmal district Superintendent of Police C. Shashidhar Raju, who rushed to the town, said the situation was now under control. “We have deployed more forces and closely monitoring the situation,” he said.

Karimnagar range in-charge DIG P. Pramod Kumar also visited the town on Monday and reviewed the situation.

This is the second communal clash in the town this year. Large scale violence had rocked the town in January, leaving scores of people injured. Several houses, shops, and vehicles were damaged in the clashes.

Bhaina, a major trading center, has witnessed a series of communal riots in recent years.

In 2008, nine people were killed in the riots that broke out during a religious procession. Six of the victims belonged to one family who were burnt alive in the Vatoli village near the town.

CM Jagan announced Rs 1 crore to the bereaved families

As Vizag gas leak tragedy turned out to be fatal for 11 people and over 1000 fell sick, AP CM YS Jaganmohan Reddy has rushed to Vizag. He has met the victims and their families at the King George Hospital in the city where the victims are being treated. Later, he conducted a meeting with the officials and reviewed the situation. After review meeting with officials, CM Jagan has addressed the media.

CM Jagan announced Rs 1 crore compensation to the bereaved families in this gas leak tragedy. He also appointed a high-level committee to look into the issue and submit its findings. He said the decision would be taken after the committee’s report.

He also assured that the bereaved family members would be given jobs in the LG Polymers after shifting the company from the existing location – based on the recommendation of the committee’s report. He also announced Rs 1 lakh compensation to the people who have fallen sick due to this chemical leak.

He asked district collector and officials to provide high quality food to the victims of the gas leak.People who are being treated on ventilator would get compensation of Rs 10 lakh. The people in the affected villages would get an individual compensation of Rs 10,000, reported Sakshi news. The compensation for the loss of cattle is fixed at Rs 25,000, announced CM Jagan. He further added that the government would provide new cattle to the owners in addition to the compensation.

Good News to Telangana Farmers

In this Corona virus lockdown along with migrant labourers, farmers are also severely hit. In Telangana, despite the crop coming to their hands, they could not sell for a best price and at many places, unseasonal rains have destroyed the crop leaving famers in deep anguish.

In such tiring times, Telangana government has relieved farmers by waiving off the crop loan. CM KCR has released a sum of Rs 12,000 crore which waives off all the loans below Rs 25,000. About 5.5 farmers are likely to get benefitted from this.

Apart from this, the TRS government has released approximately Rs 7,000 crore towards farm input assistance i.e, Rythu Bandhu which would help over 57 lakh farmers.

Just when the oppositions are trying to corner the TRS government on not doing adequate measures to support the farmers in this crisis times, KCR has waived off the crop loan. This move by KCR is a checkmate that would certainly keep the oppositions silent for a while.

Pawan Kalyan Demands to CM Jagan

Film star turned politician Pawan Kalyan has urged the YS Jagan led Andhra Pradesh government to institute an Emergency Fund to bailout all the small-time workers who lost their livelihood during the lockdown amidst the Coronavirus pandemic. The Janasena Party chief demanded the government to pay Rs 5,000 each to those who have been left without employment.

“Lakhs of people are suffering after they lost their livelihood in Andhra Pradesh following the lockdown. Since the situation is going worse, the state government must take immediate relief measures for these people,” Pawan said.

He pointed out that lakhs of building workers, daily wagers, hamalis, barbers, washermen, carpenters, handloom workers, auto and taxi drivers, bike mechanics and electricians, hawkers and pushcart tiffin vendors were left with no work during this period.

Pawan went on to say that the Karnataka government has set up an Emergency Fund with Rs 1,610 crores to help the above sections. He also requested the government to bail out people who are running small businesses and micro industries by providing subsidies on electricity bills for a few months and also give exemptions from property and professional taxes.
